Ostorhinchus franssedai (Allen, Kuiter & Randall, 1994)
Faintbanded cardinalfish

There are at least two species of cardinalfish in the photo. Those near the bottom and right side with the black spot in front of the tail are Ostorhinchus franssedai. The ones with the small white spot dorsally a little more than halfway from head to tail are Ostorhinchus moluccensis. This mixed group was clustered around an anemone at Red Palm.
