This appears to be a species of Eubranchus and is likely the species called Eubranchus sp. 8 in Gosliner et al (2018). The tiny 3mm nudibranch in the first photo crawled out of a sample of algae from Kwajalein's seaward reef. The different individuals figured on this page have subtle differences and could represent multiple cryptic species.
This tiny eolid found and photographed by Jay Lord was found on an algae-covered PVC buoy on the lagoon side of Kwajalelin Island in 10m of water. This one looks similar to Eubranchus sp. 5 in Gosliner et al (2018).
A couple of specimens measuring 3.5 and 5mm found by John and Lynette Flynn at Majuro Atoll might also belong to this species.
