Probably more fishermen lunch litter. These have been empty longer, but it is unlikely octopus would have left the shells of their prey scattered in sand like this. I envision a boatload of fishermen who collected these on an excursion. They then would have shucked and ate them in the anchored boat, tossing the shells over the side.
