Octopus paralarva

This appears to be the small paralarva stage of one of the local octopus species. The word "paralarva" refers to the larval stage of octopus and their relatives, and are generally small and planktonic. The photograph below by Jay Lord shows one of several that were drawn into a bright light anchored on a steep seaward slope, shining outward into the deep dark water.
